Leah Shapiro: an influencer of leadership, commitment and impact at WAPA 

Leah Shapiro has served WAPA for more than 12 years in various roles, demonstrating unwavering commitment to its mission and people. She is a skilled storyteller, dedicated to sharing WAPA’s achievements and ensuring the organization presents itself in the best light. Known for promoting employee engagement and embodying WAPA’s core values, Shapiro has significantly shaped the organization’s culture. 

Beginning her federal career at the Social Security Administration, she joined WAPA in 2011 as a Public Affairs Specialist, excelling in communication and leadership. Shapiro revitalized WAPA’s internal publication, Closed Circuit, earning recognition from the National Association of Government Communicators. She later became the internal communications lead, managing key initiatives like the launch of the MaxiFlex pilot program. 

In 2019, Shapiro transitioned to a Management and Program Analyst role in Information Technology, continuing to enhance WAPA’s performance and culture. She has contributed to critical projects, such as the Data as a Strategic Asset initiative and Power Forward 2030, cultivating organizational growth. 

Shapiro’s leadership style fosters relationships, builds trust and promotes transparency. Her energy and people-first approach create a positive work environment, driving trust, creativity and innovation. Known as a connector and problem-solver, she goes above and beyond to support her colleagues. Her dedication, professionalism and passion for WAPA’s mission have made her an invaluable asset and a key contributor to its ongoing success.
