Energy Planning and Management Program, IRP
The Energy Policy Act of 1992 requires Western Area Power Administration’s long-term firm power customers to prepare integrated resource plans.
To implement this requirement, in 1995, WAPA published a final rule, adopting the Energy Planning and Management Program. EPAMP set out the IRP requirements and established a framework for marketing long-term firm hydroelectric power under the Power Marketing Initiative.
The PMI extends existing firm power resource commitments and provides project-specific resource pools of power that can be allocated to new customers.

- Salt Lake City Area/Integrated Projects
- Central Valley Project
- Washoe
- Parker-Davis Project
- Boulder Canyon power is under contract until 2017. WAPA will consider applying EPAMP to this project nearer to the time these contracts expire.
