About the Olmsted Project

The Olmsted Project, located in northern Utah, was acquired from PacifiCorp in condemnation proceedings by the United States in 1990. A replacement facility for power generation was completed in 2018 as part of the Central Utah Project operations, which is a participating project of the Colorado River Storage Project Region (CRSP). The power generation includes two units with a 12,000 kW capacity.

Since 2018, Olmsted Project power has been marketed by WAPA to customers located in Utah area as a “Take all – Pay all” project.  Participating customers purchase all power generation from the project and pay annual payments based upon the amortized portion of the U.S. investments and estimates of operation, maintenance, and replacement expenses for the Olmsted Powerplant. The payments are not dependent upon the power and energy made available for sale or the rate of generation each year. A true-up of actual expense is made at the end of the year and is included in the next year’s payments.
