Heartland Wind, LLC, a wholly owned subsidiary of Iberdrola Renewables, Inc., proposed to construct, operate and maintain a 170-megawatt, wind-powered generating facility in Brookings and Deuel counties, near the cities of White and Toronto, South Dakota. Proposed infrastructure would have consisted of wind turbine generators, access roads, an electrical collection system, a collection substation, permanent meteorological tower(s), a sonic detection and ranging unit, an operations and maintenance building and yard, a transmission line, temporary laydown areas, and other ancillary facilities.
While preparing an environmental impact statement to address Heartland’s request to interconnect the proposed project to WAPA’s transmission system, Heartland rescinded its interconnection request. WAPA, in line with the National Environmental Policy Act, has halted all work on the EIS. If Heartland were to resubmit a transmission request, the NEPA process would begin anew.
