2026 Rate Adjustment – Loveland Area Projects Transmission and Ancillary Services under Southwest Power Pool Regional Transmission Organization Expansion – WAPA-219
The Rocky Mountain (RM) region’s formula rates for the Loveland Area Projects (LAP) transmission and ancillary services for RM’s costs to be recovered under the Southwest Power Pool’s (SPP) Open Access Transmission Tariff should RM decide to become a member of SPP, have been have been confirmed, approved, and placed into effect. Subsequently, WAPA-219 has been approved under FERC Docket No. EF25-7-000 as of September 24, 2025.
The formula rates will become effective on the latter of RM’s membership date or the go-live date of the expansion of the SPP Regional Transmission Organization (RTO) into the Western Interconnection (currently scheduled for April 1, 2026).
Initial Posting and Public Meeting
Western Area Power Administration’s Rocky Mountain Region (WAPA-RMR) has posted its initial transmission and ancillary services formula rates to be utilized by SPP upon the RTO Expansion into the Western Interconnection, planned for April 1, 2026.
The details of WAPA-RMR’s rate calculations are posted on RMR-WAPA’s OASIS website located at www.oasis.oati.com/LAPT/index.html under the “April 2026 ATRR” subfolder in the “Rates” folder.
RMR will host a meeting to provide Customers and other interested parties an opportunity to discuss and comment on the calculated revenue requirements.
