Parker-Headgate Rock and Parker-Bouse Rebuild Project, DOE/EA-1987

Western Area Power Administration (WAPA) is proposing to rebuild the existing Parker-Headgate Rock /Parker-Bouse 161-kV transmission lines along the Colorado River in western Arizona and eastern California. The existing Parker-Headgate Rock 161-kV transmission line is 12.9 miles in length and is located in western Arizona and eastern California. The Parker-Bouse 161-kV transmission line is 22.6 miles in length and runs parallel to the Parker-Headgate Rock transmission line for approximately 9.5 miles before it turns southeast toward the Bouse Substation. The two existing 161-kV single circuit transmission lines would be rebuilt as a new double circuit 161-kV transmission line. The proposed action would also include maintenance of existing access roads, construction of a 10-acre laydown area, and the addition of overhead fiber optic lines for utility use.

The purpose of the project is to address safety and reliability issues in a cost-effective manner for WAPA’s customers. The existing wood poles (H-frame) were constructed in the 1950s. Many of these structures are in poor condition and have surpassed their designed lifecycle, and present potential safety hazards and compromise the continued reliability of the transmission lines and power system. WAPA is responsible to ensure its facilities meet current safety and reliability standards established by the North American Electric Reliability Corporation (NERC) and the National Electrical Safety Code (NESC); these facilities must be accessible for maintenance and emergencies.
