
Colin Marquez
Colin Marquez was selected as Senior Vice President and Chief Financial Officer for WAPA in March 2026. In this role, he provides executive leadership for WAPA’s financial management functions, including budgeting, financial reporting, fiscal strategy and financial governance in support of the agency’s mission to deliver reliable, cost-based hydropower and transmission services.
Before his selection, Marquez served as Acting CFO, where he provided steady leadership during a critical period for the organization and helped advance enterprise-wide financial stewardship, strategic decision-making and mission alignment.
Marquez began his career with WAPA in 2010 as a Power System Accountant and has served in positions of increasing responsibility, including Financial Reporting Lead, Supervisory Budget Analyst and Vice President of Budget and Analysis. In his VP of Budget and Analysis role, he led a geographically dispersed team of more than 35 employees across the organization and oversaw budget formulation and execution, financial reporting and governance activities essential to agency operations.
Throughout his tenure, Marquez has led significant initiatives to strengthen WAPA’s financial systems and processes, including enhancements to budgeting and reporting practices, strategies to support financial resilience and investments that protect purchase power and wheeling reserves, capital programs and critical appropriated funding.
In 2024, Marquez received WAPA’s Exceptional Service Award, the agency’s highest honor, recognizing his outstanding leadership, strategic insight and commitment to organizational excellence.
