Alternative Operations Study (AOS) Recommendation

Western Area Power Administration, Upper Great Plains Region, a power marketing administration of the Department of Energy, published a recommendation to pursue formal negotiations with the Southwest Power Pool, a Regional Transmission Organization, concerning membership.  The public comment period was from November 1, 2013 to December 16, 2013.


Western Administrator Mark Gabriel says "move forward".

“Based on the results of the Alternate Operstions Study, the unique marketing and transmission footprint of Western’s-Upper Great Plains Region, as well as the responses received during the comment period, I am authorizing staff to move forward with the recommendation to pursue formal negotiations with SPP to make official membership possible. Western will be vigilant in these negotiations to ensure we comply with our legislated requirements and continue to provide reliable, low-cost, cost-based, hydro power to our preference customers consistent with sound business principles.”

2013 Public Meetings

Western has presented a detailed explanation of the AOS Team’s findings and recommendation.  Western engaged in outreach to customers and other interested parties via a kickoff webinar held November 13, 2013, and three public meetings held November 19-21, 2013, in Lincoln, NE, Sioux Falls, SD, and Fargo, ND.  The 46 day comment period closed Deceber 16, 2013. The overwhelming majority of the letters received were supportive of Western moving forward with the recommendation to pursue formal negotiations for Western-UGP membership with Southwestern Power Pool.
