Scoping Agenda

Scoping* offers you an opportunity to participate in the Sacramento Area Voltage Support (SVS) Environmental Impact Statement (EIS) being prepared by Western Area Power Administration’s (Western's) Sierra Nevada Region (SNR), by obtaining your comments regarding concerns, issues, and questions on the proposed action. The scope, or significant issues that will be addressed in the EIS, are identified through comments from the public, federal, state, and local government agencies, affected Native American tribes, the proponent of the action, and other interested persons.

What is Scoping?

Scoping is an early and open public process for determining the scope of the EIS and for identifying significant environmental issues related to the proposed action. Significant issues are identified through comments from the public, federal, state, and local government agencies, and other interested parties. Scoping is not a forum to discuss the pros or cons of the Sacramento Area Voltage Support EIS project, but rather an opportunity to raise issues pertinent to the scope of the environmental analyses. A Comment Form is available for written statements.

How will Scoping be Conducted?

Western will present background information on the EIS process and the purpose of scoping. Comment periods will be conducted for the public to raise issues and concerns.

How do I make a Comment on an Environmental Issue?

You may choose one or more of the following options:

  1. You may comment orally at a public meeting. If you wish to make your comments orally, you must check the appropriate box on the Registration Card at the registration table. Your oral comments should be planned for a maximum of 5 minutes.
  2. You may comment in writing and submit your comment to Western representatives. If you prefer, you may fill out and submit the on-line Comment Form provided.
  3. You may comment in writing and submit your comment by mail. If you prefer, print the on-line Comment Form and mail to:
