Experience Requirements
For all positions in this
series applicants must have had 1 year of experience equivalent to at least
the next lower grade level that demonstrated the ability to:
- Learn, comprehend, and
apply courier rules, regulations, laws, general and special orders, and administrative
procedures relating to protection and security systems; and
- Communicate effectively
in person-to-person contacts.
Qualifying experience may
have been gained in armed guard or security work. Such experience must have
involved protecting property against the hazards of fire, theft, damage, accident,
or trespass; maintaining law and order; protecting lives; or similar duties.
Interview/examination
Applicants identified as
best qualified will be required to appear for an interview to determine whether
they possess the personal characteristics needed to perform the duties of the

MEDICAL REQUIREMENTS
- GENERAL: The
health of Federal Agents and applicants for the position of Federal Agent
must be such that the individuals are capable of meeting the demands of performance
and for human reliability. Before entrance on duty, applicants must undergo
a medical examination to determine that they are medically fit and capable
of performing the duties of the position without hazard to self or others.
Annually thereafter, all personnel must undergo a medical examination to assure
continued medical fitness and capability to perform. Failure to meet any of
the medical qualification requirements will be considered disqualifying (except
as noted under ANNEX A, Section II, Paragraph 1) for employment and usually
considered disqualifying for continued employment. This disqualification may
be reversed if substantial medical evidence is presented that indicates that
the medical standard is met, and that the individual can perform the duties
of the position without hazard to self or others, with or without reasonable
accommodation.
Federal agents must have
no physical limitation, disease, or mental impairment or combination thereof,
as demonstrated by history, physical examination, or laboratory data, which
in the opinion of DOE medical authorities, would render the individual unable
to perform nuclear material Federal Agent duties and meet all requirements at
a high level of competence.
On board agents who have
previously met, but now fail to meet, the medical standards will be evaluated
on a case by case basis, providing they continue to meet performance requirements.
2. SPECIFIC REQUIREMENTS:
The Office of Personnel Management approves the following medical requirements:
- Vision:
- Distant Visual Acuity:
Uncorrected
Distant vision must
be no worse than 20/70 in each eye separately and both eyes together.
Corrected
or Natural vision
Distant vision must
actually be, or be corrected to 20/22 or better in each eye separately and
both eyes together.
- Near Vision Acuity
Uncorrected

Must actually be, or
be corrected to 20/30 or better in the better eye or when using both eyes.
- Must have the ability
to distinguish colors (red, green, amber, blue, black, brown, and yellow)
as determined by an ISHIHARA color-screening test.
- Must have normal visual
function in the full visual field, with normal depth perception.
- Must be free from chronic
or congenital disease of the eye, which would likely interfere with the
visual acuity needed as an essential job requirement for the duties of a
federal agent.
b. Hearing:
- Must have no hearing
loss greater than 30 db at 500Hz or 1000Hz or 2000Hz levels in each ear.
- Must demonstrate
normal vestibular function by standard physical examination techniques.
c. Respiratory:
- Must have no established
medical history or medical diagnosis of respiratory dysfunction likely
to interfere with an individual’s ability to perform Federal Agent duties,
including no recent history of likelihood of symptomatic recurrence of
chronic lung disease. Use of medication for symptom control is not approved
if such medication would cause side effects, which may adversely affect
performance.
d. Metabolic:
- Must have no established
medical history or clinical diagnosis of a metabolic condition likely
to interfere in the duties of a federal agent.
e. Gastrointestinal:
- Must have no chronic
symptomatic or asymptomatic disease or condition of the gastrointestinal
system, which would likely adversely affect Federal Agent performance
or their ability to carry out their duties.
f. Cardiovascular:
- Must have no clinical
diagnosis, clinical history, or clinical pathology of the cardiovascular
system of a variety known to be accompanied by syncope, dyspnea, collapse,
sudden incapacitation, or congestive cardiac failure.
- Must have no clinical
diagnosis of hypertension. Blood pressure readings above 150 systolic
and 90 diastolic will be considered presumptive evidence of hypertension.
g. Nervous System:
- Must have no mental,
nervous, organic, or functional neuropsychiatric disorder likely to interfere
with the performance of Federal Agent duties. The determination will be
based on medical case history (including past, social and occupational
adjustment) and supporting findings by psychiatrists and clinical psychologists,
including such psychological tests as may be required as part of the medical
evaluation.
- Must have no medical
history or clinical diagnosis of a seizure disorder, or disturbance of
consciousness without satisfactory explanation of the cause. Must have
no other neurological condition, which is likely to cause loss of consciousness
or sudden incapacitation. A person under any form of treatment for any
disease of the nervous system is disqualified.
h. Structural/Functional:
- Must have no established
medical history or clinical diagnosis of rheumatic, arthritic, orthopedic,
muscular, neuromuscular, or vascular disease, which would interfere with
an individual's ability to perform Federal Agent duties.
- Must have no deformity
or disease which would interfere with range of motion or dexterity, or
which is severe enough to adversely affect the full performance of Federal
Agent duties.
i. Speech:
- Must be free from
conditions that interfere with distinct speech.
j. Reproductive
system:
- Pregnancy will be
reviewed on a case-by-case basis.
k. Immunologic system:
- Must have no life
threatening allergic responses to environmental toxins or agent, which
could be encountered in the course of duties as a federal agent.
- Use of medication
for symptom control potentially causing side effects, which adversely
affect performance, would not be allowed.
l. Genitourinary:
1. Must have no chronic
symptomatic disease or condition of the genitourinary tract.
