LAKEWOOD, Colo.—The Glendale, Ariz., Police Department recognized Gene Herman as Citizen of the Year for stopping a thief from attacking citizens in the Arrowhead Mall parking lot just days before Thanksgiving last year.

Last night at the Glendale Civic Center, the police department presented the award to Herman—a Communications Foreman for Western Area Power Administration's Desert Southwest Region—who went above and beyond to help the police department.

As Herman backed his car out of a parking space, Nov. 20, 2006, he saw the suspect try to wrestle keys out of another person's hands. "I stopped my car in the middle of backing out and yelled, 'Hey you!' and he bolted," explained Herman. "I just instinctively started chasing after him."

Then the suspect threw an elderly woman to the ground as he tried to take her keys and vehicle in an escape attempt.

"The apprehension of this suspect would not have been possible without your quick intervention," Glendale Chief of Police Steve Conrad wrote to Herman. "You demonstrated great courage and compassion! If it had not been for your quick action, other people may have been in harm's way.

"You have helped to improve the quality of life in our city," said Conrad.

Western's Administrator Tim Meeks also commended Herman. "Gene's actions were heroic," he said. "I'm proud of the example he sets at Western and in the local community."
