WESTERN SEEKS RENEWABLE CERTIFICATES

LAKEWOOD , Colo. —Western Area Power Administration’s Rocky Mountain Region is seeking to purchase renewable energy certificates for seven Federal facilities in the West.

The request for proposals calls for purchasing more than 70,700 MWh of renewable energy certificates. These are the intangible environmental benefits associated with generating one megawatthour of electric energy by a renewable resource.

The RFP calls for Western to buy renewable energy certificates for these Federal agencies: the Department of Energy for the Berkeley Site Office in California (25,000 MWh), and for the Pantex Plant in Amarillo, Texas, the Kansas City Plant in Kansas, Sandia National Laboratories in New Mexico, and Los Alamos National Laboratory in New Mexico (25,700 MWh); the Department of the Army for Fort Carson, Colo. ($40,000); and the Denver Federal Executive Board in Colorado (20,000 MWh).

Since the initial contract term will be for one year—with the possibility of being extended in one-year intervals for up to four additional years—all potential offerors can consider a five-year total contract term when submitting offers.

The RFP asks for offers on separate blocks of certificates. Proposals will be selected on the basis of best value. Offers for combinations of two or more blocks will receive more favorable consideration.

Deadline for submissions is May 27 at 4:30 p.m. , MDT. Submit offers to: Western Area Power Administration, Rocky Mountain Customer Service Region, ATTN: REC Project Manager (J6000), P.O. Box 3700 , Loveland , CO 80539-3003 . The street address and zip code are 5555 East Crossroads Blvd. , Loveland , CO 80538-8986 .

Offers may also be faxed to Western at (970) 461-7204, ATTN: REC Project Manager (J6000). Fax verification is (970) 461-7221. Western will not consider offers submitted by hand or by e-mail. A copy of the RFP is available at http://www.wapa.gov/rm/April%202005%20RFP.htm.
