WESTERN NAMES WASHINGTON LIAISON

LAKEWOOD, Colo.—The Assistant Administrator for Washington Liaison post at Western Area Power Administration has been filled with the appointment of Roy J. “Jack” Dodd. In this role, Dodd will represent Western at the Department of Energy, Office of Management and Budget and with congressional staff. He will also help coordinate power marketing administration activities with other agencies and industry groups.

Dodd has been acting Assistant Administrator for Washington Liaison since his predecessor Bob Porter retired in January.

Western, serving a 15-state area, markets power produced at Federal hydropower plants to nearly 700 wholesale customers including rural electric cooperatives, municipalities and Federal and state agencies. Annual sales average to 40 billion kilowatthours of power with associated revenues of more than $800 million. Western is based in Lakewood, Colo.

In announcing the appointment, Western’s Administrator Mike Hacskaylo said, “I am pleased Jack has accepted this new challenge. Jack’s extensive experience in Washington, D.C., has prepared him well for this position and will make the transition smooth. As Deputy Assistant Administrator for Washington Liaison he has shown the ability to develop strong relationships that will be a great asset for Western.”

Dodd began his Federal career with summer positions as a draftsman for the U.S. Army in 1973 and 1974. Following college, Dodd worked briefly for the Environmental Protection Agency. In 1979, he transferred to the Office of Management and Budget. At OMB, Dodd was the budget examiner for several DOE program areas, including conservation and renewable energy research and development programs and the Strategic Petroleum Reserve. In 1984, he moved to private industry in the Rates Department for Pacific Gas and Electric Company. He returned to Federal service in 1986 with Western as the Deputy Assistant Administrator for Washington Liaison.

Dodd holds a bachelor’s degree in engineering from Cornell University and a master’s degree in public policy from Harvard University. He and his wife, Diane, have four children.

Dodd assumes his new duties April 3.


Western Area Power Administration annually markets and transmits more than 10,000 megawatts of power from hydroelectric powerplants owned and operated by the Bureau of Reclamation and the U.S. Army Corps of Engineers in 15 western and central states.  It is part of the Department of Energy.
