1. Physical Separation: The Colorado River Storage
Project Managment Center (CRSP MC) is 100 % complete in its physical
separation. The transmission function staff now has separate and secured
offices from the merchant and support functions. The room occupied by
the transmission function staff, which contain all files, computer equipment
and communication equipment, is locked with keys. Access is limited to
transmission function staff.
2. Computer Separation: The CRSP MC is 100% complete
in its physical separation of LAN-based computer equipment. Computer
separation of SCADA and EMS system access is also complete.
Though the CRSP MC Local Area Network (LAN) is shared with other functional
groups within the offices in Salt Lake City, the transmission function
staff has separate passwords that are not common or accessible to the
merchant or support functions. Firewalls are in place on the LAN to prevent
viewing of any computer files or communications residing by employees
in a different functional area.
The CRSP MC has installed security software on the Desert Southwest
Region (DSW) SCADA and EMS systems to allow the CRSP MC Energy Management
and Marketing Team (EMMT) to only access (a) availability of CRSP generating
resources, (b) system voltage and frequency information, (c) billing
information, (d) area control error information, and (e) energy schedules
which the EMMT has scheduled with the RMR and DSW control areas. Direct
and restricted access to the DSW SCADA system by the CRSP MC EMMT is
necessary since the EMMT and the DSW transmission operations office both
have a need for information about the CRSP generating resources.
3. OASIS Operational: Postings of CRSP Available Transmission
Capability (ATC) are posted on the westtrans.net OASIS.
4. SOC Postings on OASIS: The CRSP MC has completed
the required postings of organization charts, job descriptions, Standards
of Conduct (SOC), and rates on the CRSP MC web site.
