Power Rate Setting and Repayment
Introduction

   Western annually sells and delivers about 10,000 megawatts of power from 55 hydroelectric plants in the West. We sell about 40 percent of the regional hydroelectric generation in the central and western United States. We also market the United States' 547-MW enetitlement from the coal-fired Navajo Generating Station near Page, Ariz., and transmit power through our entitlements on the Pacific Northwest-Pacific Southwest Intertie and the Mead-Phoenix Project.

   Our mission is to market and deliver reliable, cost-based hydroelectric power and related services.

   Our service area covers 1.3 million square miles in 15 states. We sell and deliver Federal electric power to more than 630 wholesale customers, including cities and towns, cooperatives, public utility and irrigation districts, Federal and state agencies, investor owned utilities, power marketers, Indian tribes and United States Bureau of Reclamation customers. They, in turn, provide service to millions of consumers in these central and western states: Arizona, California, Colorado, Kansas, Iowa, Minnesota, Montana, Nebraska, Nevada, New Mexico, North and South Dakota, Texas, Utah and Wyoming.

   Western operates and maintains an extensive, integrated and complex high voltage power transmission system to deliver Federally generated electric power to customers and the market. Using this 16,854-circuit mile Federal transmission system, we sell and deliver reliable electric service to most of the western half of the United States.

   Western employees handle power sales, transmission service, operations and maintenance, and engineering services from our system at 51 duty stations throughout our service area. Our Corporate Services Office, where we accomplish the "behind-the-scenes" work to meet customer needs, is in Lakewood, Colorado. We operate and maintain the transmission system from four regional offices in Billings, Montana, Phoenix, Arizona, Loveland, Colorado, and Folsom, California. We market power from these offices and our Managment Center offices in Salt Lake City, Utah and Montrose, Colorado. We manage system operations and maintenance at offices in Bismarck, N.D., Fort Peck, Mont., Huron, S.D., and Watertown, S.D.
