Post-April 1, 1998 Control Area Consolidation Responsibilities

Listed below are the new or changed functions for each affected Western office after April 1, 1998

CRSP Management Center

  • Develops contracts and performs administrative functions relating to SLCA/IP firm electric service, firm commitments, non-firm purchases sales and ancillary services.
  • Coordinates pre-schedules with RMR for Northern SLCA/IP and with DSWR for Southern SLCA/IP firm loads.
  • Makes necessary transactions for pre-schedules for RMR for non-firm or firm purchases or sales.
  • Coordinates with USBR for reservoir operations of SLCA/IP generation, including; operations parameters, release restrictions, pre-scheduled special releases, pre-scheduled hourly generation patterns.
  • Markets SLCA/IP generation resources.
  • Markets Parker-Davis excess generation.
  • Meets Amendment 4 contractual obligations to the SLCA/IP customers regarding generation, reserves, ramping and regulation support from SLCA/IP resources.
  • Meets Amendment 4 scheduling requirements on a seasonal, and hourly basis.
  • Pre- and post-schedules SLCA/IP firm customer loads.
  • Schedules SLCA/IP generation resources; firm, excess and replacement power.
  • Develops contracts and performs administrative functions relating to the CRSP transmission system.
  • Reserves transmission to deliver sales and other obligations.
  • Monitors reserve obligations and maintains sufficient reserve margins in SLCA/IP generation resources.
  • Maintains sufficient regulating capacity margins in SLCA/IP generation resources for the two control areas.
  • Responsible for after the fact check out and accounting for all SLCA/IP and other related marketing transactions performed for the DSWR, RMR, and others.
  • Connected to the ISA located in DSWR for energy accounting.

RMR-Loveland

  • Operates the CRSP transmission system north of Shiprock, including the operation of the Waterflow and Shiprock Phase Shifting Transformers. This includes 24 substations.
  • Monitors and controls actual and scheduled flow on TOT 1, 2A, and 5.
  • Operates and restores a portion (Shiprock Phase Shifting Transformer, Waterflow Phase Shifting Transformer) of the Pacific Intertie Transfer Trip scheme.
  • CRSP regulation is split between RMR and DSWR, with each having +/- 20 MW available for regulation from Glen Canyon.
  • The RMR XA SCADA system handles all control area responsibilities for the WACM control area including those for the Northern CRSP system.
  • The Rocky Mountain EAS Energy Management System has undergone extensive programming to configure it to the control area boundary configurations and system operational requirements.
  • Operates AGC to include 20 new tielines with WALC, PACE, PNM, and PSCO. Lost 7 former tielines with WAUC.
    • WALC: Shiprock-Lost Canyon (Shiprock-Shiprock PST), Durango-Glade Tap
    • PNM: Waterflow-San Juan
    • PACE: Flaming Gorge-Rock Springs, Flaming Gorge-BVE, Bears Ears-Bonanza, SW Rangely-Artesia, SW Rangely-Meeker, Desperado, Vernal-Carbon, Vernal-MLE, Vernal-Bonanza
    • PSCO: Midway Sum, Rifle Sum, Grand Junction Sum, Hayden Sum, Poncha-San Luis Valley, Craig Transformer, Salida-Gunnison, Wolcott
  • Confirms schedules set by CRSP MC Merchants and others with other control areas on a pre- and post-schedule basis.
  • Handles control area schedules (pre/real-time/post) which were formerly done in Montrose for the following entities:
    • CRSP MC Merchants: replacement power, excess power schedules, other
    • PSCO: Craig/Hayden, TOT 2 schedules Tri-State: Craig West pseudo control area, TOT 2 schedules
    • PRPA: Craig schedules
    • PACE: Craig, Flaming Gorge, Bonanza (All Federal System) schedules
    • PNM: Tri-State, PSCO, TEPCO schedules
  • Receives an hourly schedule from DSWR to cover SLCA/IP loads in WACM.
  • Responsible for after the fact check out for WACM control area accounting and boundary meters.

DSWR-Phoenix

  • Operates CRSP transmission south of Colorado, including Shiprock, Kayenta, Long House Valley, Navajo, Glen Canyon, and Flagstaff.
  • Operates and restores a portion (Glen Canyon) of the Pacific Intertie Transfer Trip scheme.
  • CRSP regulation is split between DSWR and RMR, with each having +/- 20 MW available for regulation from Glen Canyon.
  • All CRSP reserves are integrated into DSWR's contribution to the Southwest Reserve Sharing Group.
  • The DSWR XA SCADA system handles all control area responsibilities for the WALC control area including those for the Southern CRSP system.
  • The Desert Southwest ISA Energy Management System has undergone extensive programming to configure it to the control area boundary configurations and system operational requirements.
  • Provides pre-schedules to CRSP pre-scheduler for Southern SLCA/IP loads.
  • Dynamically dispatches all CRSP generation resources, including Fontenelle, Flaming Gorge, Blue Mesa, Morrow Point, Crystal, Upper and Lower Molina
  • Operates AGC to include 9 new tielines with WACM, APS, PNM, and PACE, and TEPCO. Lost 2 former tielines with WAUC.
    • WACM: Shiprock-Shiprock PST APS: Shiprock-Four Corners
    • PNM: Shiprock-San Juan, Gallegos-Bergin, Gallegos-NAPI
    • PACE: Glen Canyon-Sigurd, Fontenelle-BVE
    • PSCO: Colbran-Molina
    • TEPCO: Kayenta-NTUA, Long House Valley-NTUA, Navajo-NTUA
  • Handles additional control area schedules (pre/real-time/post) for the following entities:
    • CRSP MC Merchants: replacement power purchases, excess power schedules, other purchases
    • Tri-State (Plains) G&T: Four Corners schedules
    • Los Alamos: Four Corners schedules
    • PACE: Sigurd schedules (All Federal System)
  • Responsible for after the fact check out for WALC control area accounting and boundary meters.
